
Transport for Wales Advisory Panel
The Transport for Wales Advisory Panel was established in Spring 2020.
The Advisory Panel includes representatives of customers, government, industry, and persons of protected characteristics. The Advisory Panel ensures that TfW does the right thing and openly challenges TfW’s decision-making by listening, liaising and receiving steer directly from the user groups and communities across Wales and Borders.
The Advisory Panel aims to provide feedback, scrutiny and advice to TfW on a wide range of topics and issues, including services, transformation work, Bus Reform and customer voice. The Advisory Panel will advise TfW as it introduces the T Network - an integrated, multimodal transport system in Wales.
The Advisory Panel is independently chaired by Leah Morantz, Head of Communications, Public Health Wales.
The Advisory Panel meets on a quarterly basis. From Spring 2020 to December 2024, the Advisory Panel was chaired by David Beer, Transport Focus.

Public transportation that works for the public is critical for citizens, communities and the economy to thrive.
Transport for Wales (TfW) is working hard to achieve a truly integrated, multimodal transport system which is inclusive and accessible for the communities across Wales & the Borders.
The Advisory Panel ensures TfW is listening to a wide range of representative groups to make sure that the voices of our communities are heard.
As Chair of the Transport for Wales Advisory Panel, I want to make sure that we foster insightful and rich discussion that helps to shape our transport services, now and into the future.
And I've been impressed already by the commitment of new and existing members to do just that. I've been impressed too, by the openness of TfW's leadership to hearing feedback and acting on it.
Staff across the whole of TfW are working hard to improve the transport network in Wales & the Borders and TfW has delivered significant infrastructure improvements already.
As TfW turns its focus to delivering the T Network, which will make travelling simpler, smarter and more sustainable, the collective experience and perspectives of the Advisory Panel will be crucial.
Our aim is for the Advisory Panel to be a force for positive change, providing steer and guidance to TfW through a dynamic time of change for public transport in Wales and Borders.
I look forward to working with Panel members and with TfW to support its mission and to ensure the voice of passengers is at the heart of delivery.

Regional Stakeholder Forums
Transport for Wales has established four Regional Stakeholder Forums, each representing areas of the Wales and Borders transport networks. Each Forum has regional representation comprising of local authorities, business and tourism partners, education bodies, regional transport authority partners, transport watchdogs and third sector organisations. The Regional Forums are chaired by the Stakeholder Manager for each region and offer updates on our work both nationally and regionally as well as an opportunity to get involved in shaping the future of travel. The regional forums come together twice annually to meet as one large group; comprising a national stakeholder forum chaired by the Head of Engagement.
The regions are:
- North Wales
- Wales and Borders
- South East Wales
- Mid and West Wales
