Rhos-on-Sea Coastal Defence and Active Travel Improvements
Aims
In 2024, the promenade rejuvenation and coastal defence enhancement at Rhos on Sea was completed.
It is an example of how environmental and structural improvements can be combined with placemaking features, to create a more sustainable, inclusive, and attractive public space.
The aims were:
- To enhance the promenade, transforming it into a modern, sustainable, and attractive public space.
- To significantly upgrade the coastal defences to give long-term coastal protection and environmental protection, ensuring that the promenade and the town behind it are shielded from future sea threats.
Description
The key elements of the project included:
- Coastal defence upgrades including modifications to a rock groyne at Rhos Harbour. These measures were designed to protect the town and provide long-term coastal stability.
- Widening of the promenade to create more space for pedestrians and cyclists. The upgrade also featured new benches, shelters, and modern lighting.
- The addition of 56 planters and 75 trees.
- New play areas for children, additional cycle paths and recreational spaces for fitness classes, school trips, and other community activities.
- Integration with National Cycle Network Route 5, making this stretch of coastline a more attractive destination for cyclists.
By addressing both the aesthetic and protective needs of the coastline, this project has successfully transformed an underutilised seafront route into a fun and attractive place.
With improved accessibility, environmental protection, and space for local businesses, the project represents a valuable investment in the future of Rhos-on-Sea and its surrounding areas.

£760,000.
Lessons learnt
Before the commencement of the project, the promenade was poorly lit, had uneven surfaces and crumbling shelters. These conditions led to the area being underused. The challenge was to upgrade the promenade while ensuring the local community felt ownership over the space.
The promenade had to be designed to accommodate people of all ages and abilities. As a solution, the widened space ensures accessibility for parents with buggies, people with mobility issues, and a variety of different user groups. Additionally, new play areas and recreational spaces were created to make the promenade an attractive location for families and young people.
To ensure community buy-in, the construction contract included clauses that required the engagement of local unemployed people and suppliers. Nine local individuals were directly employed on the project, benefiting from the creation of jobs in an area with high demand for employment. The project also used local suppliers extensively, promoting regional economic growth and ensuring that the improvements were directly beneficial to the local community.
Outputs
The rejuvenation of the promenade and coastal defences has provided numerous benefits to the local community and environment.
The coastal defences provide long-term protection for the town against the threats of erosion and flooding. These measures help safeguard the local environment and infrastructure, ensuring the area remains habitable and attractive for future generations.
The project had a positive economic impact by engaging local workers and suppliers, contributing to the local economy. Residents are now able to enjoy the seaside in a safe and accessible manner. Additionally, the enhanced promenade is expected to attract more visitors, boosting local businesses and tourism.
Note: Permanent active travel count locations are in place to monitor changes in pedestrian and cycle journeys along this route. The case study will be updated once the 2024/25 data is received.
