Healthy Travel Charter Standards for Wales

Launched in 2026, the Healthy Travel Charter (HTC) Standards support organisations across Wales to promote sustainable and healthy travel for staff, visitors and service users.

Reliance on the car for regular transport can contribute to sedentary lifestyles, air pollution, social isolation, and the climate emergency.

By signing up to the Standards, employers can improve the mental wellbeing of their staff, reduce sickness-related absences, and lower carbon emissions; while employees benefit from increased physical activity, lower stress levels, and better overall health.

The national register lists all organisations participating in the HTC Standards, showing the highest level achieved.

To remain on the register, signatories must submit a brief annual update outlining progress and continued implementation of their chosen actions.

All organisations signed up to the Standards also receive access to:

  • Nationally available communications materials, implementation toolkits, case study repository and webinars developed jointly by Transport for Wales, Public Health Wales, and Welsh Government.
  • Optional local peer groups, where capacity allows, to share experiences, good practice and challenges with other HTC signatories in the region.

Organisations can join the Charter at any time and progress through three achievement levels by implementing actions that encourage and enable healthier, low-carbon travel choices.

These Standards are appropriate for new signatories, or existing signatories that have already completed one of the current regional Charters.

They don’t change the requirements for organisations already signed up to a current or recently launched regional Healthy Travel Charter.

Instead, the HTC Standards are designed to:

  • Add flexibility for new signatories joining the programme by allowing organisations to choose actions from a list of options.
  • Provide a consistent national framework for organisations that wish to go beyond their existing Charter commitments.

The Standards may also offer a simplified option for organisations that operate in multiple regions across Wales. Through a single, coordinated approach, this allows organisations to choose some actions that only apply to certain sites and some that apply to all.
