Securing funding is a key consideration in the development of Station Network Plans. While some early-stage development may be funded by TfW, it is crucial for local authorities to liaise with their associated CJC when proposing Station Network Plan schemes to ensure they align to their priorities.

Funding options for scheme development

Funding for the initial stages of a Station Network Plan (such as feasibility studies, route identification, and stakeholder engagement) may be available through the following channels:

Early engagement is essential to secure regional support for ongoing development of Station Network Plans.Local authorities will need to identify and propose routes for inclusion within Regional Transport Delivery Plans.

TfW Regional Programme Funding

Early-stage Station Network Plans development may be funded through TfW’s regional programmes, aligning with our T-Network vision and subject to Welsh Government and CJC agreement. TfW manages the budget and consultants.Local authorities collaborate and approve key decisions ensuring proposals reflect priorities.

The local authorities may have the option to allocate its own funds towards the development of these schemes (for examples, existing internal budgets, planning gain, such as S106).This provides local authorities with direct control over the project and its timeline, allowing for swift progression if internal funding is available.

 

Construction and implementation

Once a scheme has been developed and approved, securing the funding for its construction and implementation is the next critical step. This often requires a more flexible and multi-faceted approach. TfW's role at this stage will likely be to offer advice and support to meet funding requirements. Funding for the delivery stage has to date been sourced directly by the local authority and may include the following options:

Match funded-sources (blended approach)

Many successful schemes leverage a combination of different funding streams.This approach requires proactive identification of eligible funding streams, careful planning to meet each fund’s criteria, and potentially managing multiple grant applications.

Potential match-funding sources include:

  • Welsh Government Transforming Towns Programme
    This programme supports town centre regeneration through the development of Placemaking Plans, and active travel improvements to stations and their surrounding areas.

    These national funds may present opportunities for infrastructure projects that deliver local economic and social benefits.

  • Private Sector Investments
    Particularly where schemes offer direct benefits to businesses or developments, private sector contributions may be feasible. Contributions may be obtained via planning obligations i.e. S106 agreements.
