Station Network Plans Prospectus
This prospectus invites Local Authorities (LAs) and Corporate Joints Committees (CJCs) to work with Transport for Wales (TfW) on Station Network Plans (SNPs) - targeted improvements to the areas around public transport interchanges, including both train stations and bus hubs. These plans aim to make interchanges safer, more accessible, and better connected.
SNPs are a key element of developing the T Network: Wales’ vision for a fully integrated transport system that seamlessly connects trains, buses, walking, wheeling, and cycling.
This prospectus outlines the key components of developing SNPs for the future public transport interchanges (stations) across Wales and provides practical guidance to LAs and CJCs take the next steps, supported by TfW.
What is a Station Network Plan?
A Station Network Plan identifies key walking, wheeling, and cycling routes that connect communities to nearby public transport hubs - including both train stations and bus interchanges. These routes are designed to make active travel a natural part of everyday journeys, enabling more people to combine walking, wheeling, or cycling with public transport.
SNPs are not just about infrastructure: They are about creating places that work better for people. They guide improvements to:
- Planning and delivering active travel routes to and from stations and bus hubs
- Removing barriers that make it hard to access public transport sustainably
- Improving the spaces around stations and interchanges, especially TfW-owned estates, to make them safer, more accessible and user-friendly.
By bringing these elements together, SNPs pave the way for future stations that enable seamless, multimodal journeys, where walking, wheeling, cycling, and public transport work together effortlessly. Each improved station becomes a milestone in the development of the T Network, helping make active travel and public transport the easy choice.

Process
The process for developing individual SNPs follows the Welsh Transport Appraisal Guidance (WelTAG) and TfW's Plan of Works (PoW) processes, in alignment with the Active Travel Act Guidance (ATAG). These frameworks provide complementary approaches to ensure that SNPs are evidence-based, inclusive, and deliverable.
